Home Energy Assistance Program

The Home Energy Assistance Program, also known as HEAP, provides financial assistance to help income-eligible households manage their home heating costs and ensure a safe, warm home during the colder months.

You may qualify for HEAP if: 

  • Your household income falls at or below the HEAP Income Guideline
  • A U.S. Citizen or legal resident residing in New York
  • You pay heating or utility costs directly or indirectly as part of your rent
  • A household member is considered a vulnerable individual, including older adults, individuals with disabilities, and children.

Applications for HEAP are accepted at the Department of Social Services and the Schenectady Community Action Program.

Electricity is necessary for your heating system or thermostat to work. If your electricity is shut off or scheduled to be shut off, you may be eligible for Emergency HEAP. Similarly, you may also be eligible if your natural gas is shut off or scheduled to be shut off.

If your heating system does not use natural gas and you are out of fuel, have less than a quarter tank of fuel oil, kerosene, or propane, or have less than a ten (10) day supply of wood, wood pellets, corn, or another deliverable heat source, your household may be eligible for Emergency HEAP.

If you are a homeowner and eligible, the Heating Equipment Repair and Replacement benefit can help you repair or replace your furnace, boiler, and other direct heating equipment necessary to keep your home's primary heating source working.

To apply for the Heating Equipment or Replacement Benefit, you must contact the Schenectady County Department of Social Services. Online applications are not available for this program. Eligible households can receive energy efficiency services, which include the cleaning of primary heating equipment. These services may also include chimney cleaning, minor repairs, and the installation of carbon monoxide detectors or programmable thermostats, if needed, to ensure the safe, proper, and efficient operation of the heating equipment. Benefit amounts are based on the actual cost incurred to provide clean and tune services, up to a maximum of $500. No additional HEAP cash benefits are available.

Subject to Seasonal Availability

Eligible households may receive one Cooling Assistance benefit per household to help with the purchase and installation of an air conditioner or fan, ensuring your home stays cool during the hot summer months.
